I read the article and what JAB posted. I understand the what the law say, could this be exactly what they are doing?

Have that happen where duck lovers poured corn out in formt of my blind. just saw some of the corn on the bank so I waited until the corn was gone and had a good shoot. so the understanding that plural can mean "some" or "more than one" not necessarily "most" or "all" was confusing to you leading you to feel the need to defend the plurality of land owners I clearly was not referring to. got it. there are "some" private landowners even on this hallowed website that have a callous and condescending stance to those who don't happen to have that access.
