Sucks for the dog, but his dumbass owner put him in that situation.
I'm trying to figure out why they cuffed the guy? From all I can find online it was because he was taking pictures. But there were at least 2 other people doing the same thing. One guy you can see has a digital video camera. Also whoever was filming this was obviously taking them too.
I thought the courts had already ruled that it was legal to film cops seeing how they work for us.

I think his comments are what got him detained/cuffed.
He was yelling something at them prior to putting the dog in the car

While I have no problem with it being "OK" to film cops doing their thing, the rational side of me says if cops are there doing their thing then a bad thing is going down and I need not be in the vicinity. Tater is good for society so Tater don't go sticking his nose in places where cops are earning their keep.
Rotti's are just too damn slow. At least a Shepherd or Malinois woulda got some ass before they bit the dust.
Cops should be able to control a situation better than that.
School us on how to control and 80+lb rottie off the chain and trying to eat your ass? Taser? Then what? He going to all of a sudden turn into a lap dog? Mace? Mmmkay. Now you have a bittin' ass hurting dog you still can't get your hands on.
Sucks for the dog but if that big sumbitch comes at me and I have a peestal I'm DRT'n his ass.

Before they put the cuffs on him, they should have commanded him to restrain the dog, just like they would with any other weapon. The first time the dog barked, they should have realized there was nothing stopping the dog from coming at them. Many dogs will try to protect their masters. I wouldn't call that an unprovoked attack by an aggressive dog.
What did the guy do to get cuffed any way? Take pictures? Call them a name? He sure didn't look like he was disrupting them in any way.
I wish I had not watched that.
I love cops! They always make such great decisions.
Windows Down!
Whatchoo know about controllin' critters? You go to skool or somethin'?
I don't need my name in the marquee lights....
