Diamond (Bowtech) makes some pretty decent bows that are great for kids. The razors edge has a draw length of 19-29 and a draw weight of 30-60. That way he could grow with the bow if he decides to stick with it. Just my .02. You prob. wont find a new one for 250 but I'm sure you could come across a used one for around that. If not they are about 330 for the full package ready to shoot.

think pse makes a couple that are suitable. I had a stinger that went up to 70 lbs, but it may go down to 50 I cant remember.
Check Archery talk.com classifides ,more used bows than you can shake a stick at. They even list a page just for leftys like me. I just bought a Bear truth for 175.00 on that site, this bow sold for 650 new. I got lucky on this one The bow is like brand new. Check it out, Ive seen quite a few youth bows on there.
Mission menace, look at the adjustments, they are endless around 269.99
thanks for all the help fellas. I'll be in touch asap.
tater, i told my sister earlier to get his measurements. He's 5 2" but dont know his span. I know nothing about bows, but figured i'd have to get that measurement. Also, on a 1-10 scale of strength, 1 being weak, i'd give him a 7-8.
I've got a Parrker Legend XP that I bought Tot last year (paid $519). It's a 27" draw/60# bow and i have a 28" module for it, but I think the 27" may be too long. If would, however give him plenty of room to grow if you have a shop handy to get and install a shorter module (if they are available). It's a top shelf bow and should easily last him many years.
He would need a wingspan of around 69" to be able to shoot it as it's setup right now (he's probably gonna be more around a 24" draw).
Lemme look, I think I have a PSE Nova that might be a much better fit.
If he's 5'2", I'd bet his wingspan is between 61" and 63" and that 24" draw sounds pretty good.
