I just passed a Jon boat with a dock bumper strapped to the bottom of the kick plate.
Is this a new way to add more boyancy to the stern? Anyone seen this before?

Were they trailering? Might be trying to use it as a brace.
^^^^ My thoughts also. I've seen some folks use a boat fender between the jack plate and motor to soften the bounce when trailering.
Never seen a dock bumper used though.

It's for added buoyancy. I have seen it with a basketball. Stick it in the bottom of the jack plate deflated and inflate it until it's nice and snug. Might help the stern float a little higher at rest or idle I suppose.
i think some also use it to reduce drag with the water between the plate and transom at take off
I have used 2 kickballs inbetween the transom and jackplate for added buoyancy when at rest on my fastcraft. It also helps water from coming over the back when slowing down

Ive seen pool noodles used for a little added buoyancy at idle speeds. He could also have a problem with spray coming up while on plane from a transducer or having the jack plate mounted too low or something.
Most likely he seent it on the internets and thinks till add 6 horse power
It keeps water from shooting over the transom with reverse throttle too
