The state has one that will come out and look at it/make recommendations for no charge.
I believe he is based out of Columbia.

Not an actual biologist but I would call Clay at Southland Fisheries in Hopkins. There are not many people who know more about ponds and getting them in balance.
NRCS in Camden has a pond biologist that is very good. No fee, other than taxes, for their service.
Mitch Manis out of Ridgeway. PM me if you want his contact details. He helped me with my Chester County pond a few years ago and was very helpful

Im actually looking to take a small spring fed "pond" (nothing in it except a LOT of crawfish) and make it large enough to support a stocking. There are two other spring heads that I can tap into. Just need to know if I have enough water flow and whatever else or if Ill just be wasting my time and dumping a bunch of $$$.
