Was there any clarity given on this? I can’t seem to find if release sites can shoot more than 2. I am not a tamie fan, but forgot about this issue until I was perusing the regs.

Depends on the Judge. Orangeburg Magistrate's ruling that "If you bought them, you can do with them as you like" is still on the books...
I find it hard to believe that any prosecutor, federal or not, could stick a conviction on someone who clearly shows that they slaughtered their own personal farm animals. The LEOs...and most of us...WISH they could make a case of shooting over the limit based on the “hunter” not knowing whether or not he was shooting at wild vs tamies, but unless someone folds three wild tamies up with a triple on volley 1, there is little to no chance any “hunter” will ever reduce to possession an over-limit of wild Mallards...even if they were trying. I think the operations are laughable and if it were not for the fact that they are using live decoys to shoot wild birds...mostly Teal and such...I wouldn’t give a damn. Just like high fence...if it floats your duckie, go for it. But, since you can’t fence the wild birds out, the feds should simply show up and start writing citations for the multiple violations of the law that’s been on the books forever...hunting wild migratory waterfowl over live decoys. How this hasn’t happened yet is beyond what anyone has been able to articulate about these operations.

The feds will charge you with various things if you cannot id your dead ducks in a pile... How are you supposed to know for a fact, those are your store bought shit birds? I hope someone reports any shit ass tamie pond to the feds if they are shooting over the limit.
Anyone who would shoot over the limit becuase they are shooting tamies or are on a preserve are the same people who think it's okay to cheat on their wives because they are in a different zip code.

A 2 mallard limit is what is unethical.
Apparently this judge doesn't see it that way... Therein lies the conflict. Someone with more pull than a local magistrate needs to make a ruling on this, and it needs to be against shooting more than 2 because you bought em and using said bought birds as live decoys.
