What is the best way to paint plywood? Primer, oil based paint, roller or brush? I'm pretty uneducated in this so any help or advice is appreciated.

Depends on the application. Large amounts, sprayer. Medium amounts, sprayer. 1-2 sheets, roller. Fuck a brush, I'll hire a painter before I pick one up.
Yeah, but do you consider a dog to be a filthy animal? I wouldn't go so far as to call a dog filthy but they're definitely dirty. But, a dog's got personality. Personality goes a long way.

What's the plywood being used for?
The thread is in the Boat and Blind Forum, so I'm gonna go out on a limb here and say he's using it somewhere on his boat.

Delta in a nutshell: Breeding grounds + small wetlands + big blocks of grass cover + predator removal + nesting structures + enough money to do the job= plenty of ducks to keep everyone smiling!

Sorry I'm building a plywood boat. 14.5 feet
Also latex or oil based? I'm going for durability in and around water
I would prime and then roll with an oil based paint.
I'm just sayin.

I buy some resin, hardner and some glass.....
I plan on fiberglassing the bottom but not the top. Trying to keep weight to a minimum
Go to lowes and get their Olympic Maximum Deck paint. They should be able to pigment it to match your boat pretty closely.
For a boat, I'd use oil based.
