Her ability to kip on both sides of the muscle up is awesome. Notice how she kips twice, once to get into the rings and again to press up and lock out.
No. The goal is to acheive established standards for the movement. In a muscle up, the standard requires the athlete to start at the bottom, arms extended and at the top, arms locked out. How to get there is up to the athlete.
Here's another good example of a kip. Watch her pullups. Those are called butterfly kipping pullups. The standard for the pullup is extended arms at the bottom and chin over the bar.
