RP - Why is 19 a loaded question? Many states have this now. Some require an approved management plan, others don't. Texas has had this for years on all tracts above a certain size. They harvest their trophy bucks first including some very high-priced velvet bucks in August and then they harvest their "management bucks(all 9 points or less that are 3.5 or older)" Then harvest their does in Jan., Feb. and March. Georgia has a bill approved now out of committee and on the floor that will allow the PO to manage all state game animals on property above 6,000 acres. All Federal animals are still subject to USFWS regs.
