The driver should suffer some kind of penalty in this one, there's no excuse for being that close to a dock.

I knew of a guy a while back that wounld knee board and the driver would sling him at the edge of the water and land and it was a contest to see who would fly furtherst up in a yard. Guy hit the corner of the dock one time and got beat up pretty bad. Sometimes stupid hurts and sometimes it kills.
