You could drive up to the front gate and report the damage he's doing to the dike. The owner might just send you on a depredation mission straight through the property without worrying about water marks.
The worst thing he could say is no.
That reminds me of a bunch of geese using this ladies field(and yard) one time. My buddy was determined to hunt them and went to ask. I told him before he got out of the truck that she would turn him down. Her first words when he asked were..."God must have sent you". We spanked the piss out of them for 3 hunts.
