My wife does. She mostly does Shopify retail sites for small business, but has done other sites as well. She also does branding, logos, etc.

what are you trying to do with your site? Is it just information based or will it be for ecommerce? The answers will vary but I would suggest vetting whoever you use fairly thoroughly. I have found better success with stand alone designers/developers vs working through agencies. It is also more affordable that way.

Go Daddy will host and they are incredibly inexpensive as site designers.

Click the link below. This is GoDaddy. We put this together in about an hour using the AI assistant. You will see there is a picture double posted and little stuff like that, and some very flowery language. The site isn't finished, but I'm posting it here so you can see how much you can get for a few bucks with this service. I think it cost a hundred bucks or so.

EDIT TO ADD - all the pictures in the site above are AI generated. You don't have to search for stock pictures and possibly break copywrites.
