Boat without title?

Good morning gents,
I’m looking at buying a boat. It’s a fixer upper. The post says they don’t have the title. If I can’t register it it’s useless to me. Is there a way that I could get the title? Has anybody ever done anything like this? Is this something a bill of sale would resolve (I don’t expect this is the case if it’s not in their name)?? Are there key questions I should ask? Abandoned boat??

Or should I steer clear?

If the deal wasn’t so good I wouldn’t even consider it. But the deal is unreal, seriously..
