Duckcrazed May be able to answer more definitively.
It's a mix, if the habitat is still there, they are still in use. However many have been degraded (oyster bars gone, marsh has been completely washed away, or docks built in the middle of sites), if a particular estuary has had too much of this, then new sites were added to ensure random sampling of appropriate habitats is occurring. It's not 10 sites sampled every time, but a pool of sites that are all quality habitat that are randomly sampled. Some are better trout habitat, some redfish, some flounder, but all good habitat.

    Default SC Redfish Population

I find it fairly difficult to catch a slot, they’re all over. I think the slot is low enough as it is. The spawners are protected by the slot limit. Anybody looking into how many are eaten by dolphins each year vs man? I think the dolphin number would be astronomical for what most people might guess. After all, the low country region is about the only documented area where dolphin herding phenomena occurs. When the reds hit the flats in the winter on low tide, dolphins gorge themselves.

I agree, seldom do we catch any in the slot.

JR Waites told me same thing, dolphin’s are hell on redfish.

Never met an inshore guide that does not hate dolphins w a passion

I do love to grill some redfish (wife prefers reds over specs, something wrong w her I think ). Still feel guilty keeping them for some reason
