I've got a buddy that chased a problem in the front end for months. It turned out to be a worn out rack and pinion. The mounting bushings were worn out and the rack would move when turning, accelerating, or hitting a bump. Turns out he had 1 bad ball joint and tie rod end due to the whole rack moving. From researching Tundra forums, it seems like this a pretty common problem. It's a bad design. He actually modified the mounting system for the rack to keep it from moving.

Have someone turn the wheel while you look under the truck at the rack and see if it moves.
