Plumbers wrench or channel locks or vise grips
Listen to your elders. Not because they are always right but because they have more experiences of being wrong.

I can’t get anything to bite. Those things are thin like washers but they’re threaded. And they’re corroded. It’s best case scenario in there.
Is there a tool specifically for this nut?
Vanity wrench should work
Hold up. Looking back at your picture, are you sure those "sleeves" aren't threaded internally? Might need to get those off first and then the thin washers will come right off. I'm looking on my phone so it's hard to tell.
Flat head and hammer.

It’s one piece.
I destroyed a flathead trying to turn it. Some drywall too.
