Sounds like it may not have fuel...make sure the bulb is pumped and choke it UNTIL it fires just like any other 2 stroke.
I'd make sure your cold start procedure is correct before I started guessing at parts to change.

Likely the carb jets are partially plugged. Change the plugs if you want but if it runs good after you get it started is not likely the plugs. No harm in trying the pour in concoctions but to cure clean and rebuild card and likely the problem is solved. Also run stabil every time you add fuel.

if it is running fine after it cranks, probably not fuel line, plugs or timing or such
I'd start looking at the choke/cold start system. Some have a little cold start primer solenoid that
leaks after some age. What it does is let a drizzle of fuel in behind the carbs for easy cold starting.
Easy to check and see if working, some even have a little red lever on the solenoid to bypass it for
    emergency cold cranking

Does it have the Quicksilver key assembly with the push and hold choke? If so, are you using it correctly?

A can of Seafoam and a can of starter fluid is standard equipment on my boat.

It does; I’m pushing in while I crank it over

Gotcha. Sounds like it might not be operating properly. Pull the cowling and make sure.

then you have a choke primer solenoid, have someone push the key in
while you watch the choke linkage and see/listen if it activates

This. If I remember correctly, it's connected via male/female connectors.
