Do youth still have to have a federal or state stamp even though they don’t have to have a license until they are 16?

I believe just a HIP.

They don't need anything until 16, not even sure if they need HIP until then.

Found my regulations guide for this year and it looks like they don’t need anything until 16 if I’m reading it right.
