Are you sure you're not confusing titanium with tungsten? Titanium is about as light as aluminum. Tungsten is more dense than lead.

A regular cold chisel will cut tungsten. Pure tungsten can be machined with regular high speed steel tool bits and drilled with regular high speed steel drill bits but it is indeed a lot harder than lead, copper and other metals that are typically used for bullets and probably would be rough on the rifling.
Titanium is hard enough to make gun frames and parts....expensive but very light weight guns. It would be hard on rifling too.
Might as well be made out of unicorn dicks because most people can't get the primers, cases, or powder anyway...
