I'm having the same issue with the fence around my garden. It's solar that runs off of a 6v battery. I have 3 ground rods with 30ft of ground. All connections are good. It will shock the dogs whenever they touch it with their noses, but they will rub against it and nothing.
Back to the original question about field edges, I used a subsoiler that is like a single knife blade, not a chisel plow. I chisel plow will disturb the ground much more than a subsoiler and it takes a lot more HP to pull it. The subsoiler cuts the roots and doesn't try to bring them to the surface. It cuts deeper and only leaves a small groove visible. I was cutting 24" deep. Side note: if you do this in a powerline right of way, don't trust the 811 buried cable guys when they assure you that you won't hit any cables.
