Yes, you can hunt it all. You can hunt the ricefields you can get your boat in. The only problem you can get in is if you part next to a private ricefield and you shoot a duck and it goes on there land. You can get ticketed for trespassing if you go and get the duck. If you don't go get the duck you can get a ticket for Want and Waste. Just something to think about.

thats what Russ & Marty (local GWs) told me also. I cant believe they are going to close it down. It is probably for the better anyways bc you are right, it is very dangerous out there right now.
