    Lots of variables go into that question. Every dog progresses at a different pace and it seems like every person has a different definition of "finished". Is your ceiling a dog that stops on the whistle at 30 yards and takes a simple over to pick up a bird in the decoys, or is it a dog that can run a 400 yard blind in a flooded rice field to pick up a goose that sailed and do it like a rockstar?

    No, that's considered a "started" dog.
