If you plan on having real quality dove hunting for the future, spend your time and effort worrying about your own by religiously keeping a field clean and well baited. Imprint, imprint, imprint...
It takes a LOT of work and money to keep a field baited correctly. Scratch/sunflower seed/wheat/shells/grit
Will the bait create a legal situation with you hunting over your neighbor's shitty milo field? Probably. Should you care? No. Nothing good comes overnight...
Milo is not just for late season. Shot a field last year on opening day in Lexington County, limited within an hour or so. Field had been combined.
We started broadcasting wild amounts of wheat in our main field close to forty years ago, when it was legal, and everyone had birds. Once I got a DL.. it was one of my side "jobs" growing up. Almost everyday after school I'd load up the back of my truck with wheat with either a cousin of mine or a friend I'd talk coerce into coming. I'd put my old yota in four low, put it in first gear with a brick on the pedal and then there'd be an extra spreading. When the law changed, we started paying farmers to plant. My father, myself, and a cousin typically planted everything else like deer plots, turkey, besides sunflowers. Now we plant everything. The only thing that is difficult is the weather and pigweed.

Best dove field I ever shot in SC had a buffet - it covered the whole season. Planted in strips.. Benne was the first crop, then sunflowers, and corn for winter shooting.
When the Benne was ready , got o mighty at the doves ..
