That is why I would say it's a combination of time and money. The guys not catching fish were most likely the weekend warriors that only get to go 5-10 times a year. Not many people are able to spend the time offshore fishing to develop the nuanced skills to catch fish in every situation, but they can still catch fish. I believe some guys are able to figure it out better than others, but most people that spend significant time outdoors will be pretty successful over time.
Guess It's kinda like trying to buy a golf game. Plenty of money but little skills and even the latest a greatest clubs want make them a better player. Same goes with most things
