What are we calling public? I understand cathead, but I have to pay to launch at blacks. Is that still considered public? It's on private land. Since I know somebody that has a landing on his property, can I still go there and launch?

USCG license is required to charter but I don't believe it's required for the commercial saltwater license ($25).

I suspect the charter license, that a guide maintains, is considered commercial.
