Default Gov. Activates Guard, gives DHEC Emergency Powers

Governor issues executive order activating SC National Guard, giving DHEC emergency powers

    Order is effective immediately

    WYFF 4Updated: 6:43 PM EDT Mar 28, 2020

Gov. Henry McMaster issued an executive order Saturday night that activates the South Carolina National Guard and closes schools until the end of the current state of emergency.

In the order, the governor says a state of emergency currently exists and ordered emergency measures, due to the coronavirus pandemic.

The order also orders DHEC to utilize any emergency powers to address the "public health emergency."

The executive order places "specified units and/or personnel" of the South Carolina National Guard on State Active Duty, and orders the activation of National Guard personnel "at the discretion of the Adjutant General."

In the executive order, the governor says he has determined extending school closures is necessary to protect people. The order directs the continued closure of public schools for the duration of the state of emergency,

State correctional facilities and detention centers are also ordered to suspend visitation, as necessary, during the duration of the state of emergency.

The executive order is effective immediately, and will last for 15 days, unless modified, updated, or rescinded.

    HORRY COUNTY, S.C. —
Horry County police say they issued citations Saturday for people not practicing social distancing.

In a Facebook post, the department said Horry County police Beach Patrol and River Patrol patrolled the shores and waterways to enforce Gov. Henry McMaster's directive on people gathering in groups.

"In an effort to slow the spread of COVID-19, groups of 3 or more should disperse or separate, particularly if all are not part of the same family unit."

Police say they issued a total of 10 citations for failing to practice social distancing.

They said all other parties who were approached listened to directions to separate.
