I've got my eye on a boat over in Georgia. I talked to the owner yesterday and he said he did not have a title for the engine.
What kind of hassle am I looking at to possibly get it registered in SC ???

Call down to Columbia and they will tell you exactly what to do. I bought a GA boat and motor and called them. Lady told me exactly what to do and I didn’t have any problems. BJ
GA doesn't have to have titles....from what I understand. When I purchased a boat w/ outboard in GA, the bill of sale was all that I needed to get it registered in SC.
I take an PLB in the shower with me. Can't ever be too safe.
Whats it like to live w/o the Internet? Not bad, I get photos of your mom thought the mail....

You wont have any trouble in SC. Georgia does not title outboards. I have bought a couple of boats from Georgia.
Use the internet and go to the SCDNR Boat/Motor titling section. Print the forms and follow the instructions for buying a motor from a non-titling state.
It's not very complicated.
Just need a bill of sale. Even a handwritten one will work.
It's honestly easier to buy a motor from a non titling state

I bought a GA boat from a guy who bought it from a guy in SC.
Original SC owner had a lien on it with Bank of America. He paid the loan off when he sold to to the guy in GA. He showed proof of the loan payoff to the buyer. He never reported the loan payoff to SCDNR.
Fast forward five years and I buy it from Owner 2 in GA. When I went to title it in SC, the SCNDR would not title it until I got proof the lien was released by Bank of America. That was a three week fiasco.
I would just call in the VIN number of the motor to SCDNR before you buy it to make sure there are no liens.
If I remember right, SC is one of the few states that does title motors, most don't. All of my outboards are now in different states, but even when I was in SC I never worried about it. I had a sticker laying around from a motor and put it on there, the times I was stopped/checked, I was never asked for my motor registration, just my boat. Maybe I was lucky.
notarized bill of sale if coming from out of state
Yup. Use this link to the SC DNR website to run the serial number before you buy. That way if there were any old debts, unpaid taxes, or previous leins from where it was previously titled in SC, you'll know about it before you buy.
