Gator license question

Going next Saturday. I am good but inviting my lifelong hunting buddy from eastern NC.
He has no issue buying what he needs and will need "out of state" whatever.
He will just be a spectator along for the ride and experience, no shooting.
I assume he needs out of state hunting, big game and what else to be legal?
Does he also need to pay the $200 alligator license?

"Nonresidents have to pay a $200 nonresident alligator hunting fee in addition to any other permit and license fees"
