    Call DHEC Drug Control. They have pharmacists that have to go to the SCCJA Basic Law Enforcement classes, just like all other police. They are very serious about the job that they do.
    Count your meds out onto a clean paper
    Towel or other clean surface, if short take a photo of the shortage and more date and time. The DHEC folks will check it out, usually very quickly.

    Start with DHEC Drug Control first. DEA will probably refer you to them, or local law enforcement, for initial report. I went to SCCJA with 3 DHEC folks for 9 weeks. We had some good talks, they give very good advice and will gladly help you out!

    This isnt a doctor's problem. This is certainly a DEA issue and its a pretty big deal.
    If you need some more contact numbers, shoot me a PM. My wife is also a pharmacist and this kind of shit pisses her off. Its likely a tech in that store.
