Did you replace the housing or just the impeller? Housing might be worn.

Did you reconnect the hose when putting the lower unit back on? Are all the water hoses obstruction free? Are you running it long enough for it to heat up and pop open to start flowing?

To verify, telltale flow at higher RPM?

Any alarm? Checked the telltale for obstruction, ie sand grain, grass, stick?

Have had sand block at lower RPM and shoot a stream at higher RPM with more force around it.

Telltale is clean. Lower housing is new. Upper is in fine condition. It will pee at 1/4 throttle. No alarms. It just bothers me that it won't pee at neutral and idol.

Are you doing this on a flush or backed into the water?

    Is it running hot?
New thermostat may be not opening up, or in upside down. Take it out and drop it in a pan of boiling water on the stove and see if it opens
or low water pressure. Turn water hose up for stronger water flow

Thermostat is in correct. We tested it with shop water but it was only 140 degrees. Also. Other that it was acting this way before new parts were installed.

Have all impeller blades been accounted for in the past? Weed eater line makes a good passage chase.

I think they may mean that the blades of the impeller were turned the wrong way
    when put in the housing.
