    Does anyone know where to get these or if they are homemade

    It’s usually manual or hydraulic. Either can be bought from a store but you can also make a manual plate yourself.

    I’m talking about the ones with the hand pump to pump the motor up higher while going but not electric

    Why in the name of all things holy would you want to be driving a boat and pumping something to raise or lower the motor when you can simply mash a button?

    Red Bull Dingy Racing uses manual pump for trim.

    I know this is very old but there is couple YouTube videos on it. More of a tilt/trim then a Jack plate though, pushes the more out using a hydraulic manual jack, release and it goes back due to the fact your moving forward. Pretty neat though.
    New here so I'm reading a bunch of old threads.

    On the fly jack plates has a wheel on theirs you can turn to raise and lower. For smaller outboards only. Kinda pricey though
