Enlighten please.

One hell of a good bonding primer so the paint will stick to the slick surface. I would try that with some oil based paint so it will not flake.
Sand with 80-100 grit, clean thoroughly, prime (believe SW makes a plastics primer) then paint. I wouldn’t guarantee it though, make the client sign a release stating you warned her about it.
Yeah, but do you consider a dog to be a filthy animal? I wouldn't go so far as to call a dog filthy but they're definitely dirty. But, a dog's got personality. Personality goes a long way.

You will need something with a highly elastomeric quality to move with the vinyl when it expands and contracts. You do not want to paint a dark color of it gets a lot of direct sunlight. The guys I get painted vinyl windows from will not sell me any quantities beyond a small touch up bottle. Some kind of proprietary deal.
I used to sell vinyl windows for a nationwide building products distributor. Painted windows are a pain. The manufacturers hated having to paint windows. Most of the manufacturers would only provide a 10 year warranty on painted products where the extruded vinyl were 30 + or lifetime. Manufacturers will only paint the exterior because if you operate that window then it will scratch and rub off the paint on the interior. They will have to have a different color inside than out. Most everyone tries to stay away from painted vinyl. Not sure if that helps answer your question or not....

Not all bidness is good bidness.
Ty and Mark I was hoping you all would chime in. She decided not to do it. Going to try and budget some new by eliminating some cabinets and lowering landscape.
Lansing makes black replacement windows. I won’t paint anything vinyl.
