I think they did in a couple of ways. First, OOS license sales were down around 42% last year according to one board member. With the new regs it is possible they could see even a further decline in sales, which isn't good for a lot of reasons.
Then...with the newest regs, there is a real possibility that residents may very well find the overcrowding worse than it is now, or even sit out the 30 days OOS can hunt. Why would they do that you may ask. Well, if there is an over crowding now, imagine how much worse it will be if those same numbers of OOS are condensed down into 30 days. Imagine the numbers of boats stacked up to launch at 4. Imagine the numbers of hunters who will be fighting for the same hole during those 30 days. My belief is the situation may be 10x worse than it is now. Jones and others apparently did not think this bullshit through. I'm bewildered that the residents didn't fight this. They are going to catch hell during the 30 day circus!
