Default evinrude not reaching full power

I have a 1976 15hp evinrude. It will run and idle but won't reach its full power potential. It sputters a bit at full throttle and doesn't gain any more speed. The compression is good, correct spark plugs and fuel pump was replaced as advised by a mechanic. Any ideas? Haven't been able to get out yet this season and I'm about to go bonkers

carb was taken apart by mechanic and he said it was clean to begin with. He's coming by again to check the carb timing but from what i can see its good. Was thinking maybe the fuel flow pin(can't think of correct name) could be worn?
he used a firing light and they were firing. hopefully going more in depth this evening can get me on the water tomorrow

Float needle pin or level if the float is off. Not getting enough fuel if butterfly is wide open.

Check the timing. Sounds like the stator and trigger to me.

with it running wide open and cover off, quickly place hand over throat of carb and see if it speeds up, or have some mixed oil and gas in a small spray bottle and squirt a small blast in there and see if it speeds up. That will tell you if you are starving for fuel or have the wrong air mixture.
