    I can't speak for the 4 strokes, but recommended wide open throttle in the manual says 4500-5500 for 2 strokes. So I guess it just depends on what he has.

    Assuming he does have a 2 stroke of course, he could run it as high as the rev limiter allows, also assuming it has one of those.

    Well then 6000 is about all he'll be able to run at unless he disables it. I'm still not sure how exactly that is accomplished by the way.
