Default tractor not running too good

tractor making a loud high pitched noise and sort of skips when trying to start.....someone said fuel injector pump may have water in it so changing the fuel filters and will see if that helps....but also noticed the oil dipstick blow some smoke out of them when engine running the last time I started it and checked oil........any ideas what would cause this?
    It does burn some oil.......
How much for total engine rebuild? Any good folks in midlands that do this on the side? Already know the power steering needs to be fixed too....
    thanks for any help.

Tater fixes tractors. But even he can't guess what model/engine we're talking about.

Tractors are like pussy, every time I see one I want to fire it up and do work.

Bad rings maybe as it sounds like a good bit of blow by. Is it pushing any oil out of the dipstick? If so probably do sleeves, pistons, rings, and bearings as a worst case scenario.

Check the compresssion, if low then you have a problem. If compression is good then look towards a fuel issue.
    More fuel = more boost!!

Pull off the starter and look at the pinion gear for wear.

Has it sat for some time or do you run it often? How does it run other than the squealing and skipping when you start it?

That 3 cyl Perkins may well be the best engine ever put in a tractor so don't kill it. Check compression like KRT said

Well it is a combustion engine instead of an electric motor ain't it?
