I've always thought this was legal as long as you could see the lights of the tow vehicle.
SCHP pulled me over 06/16/17 while I was pulling a small utility trailer without lights. He wrote me a warning for the lights and $150.00 ticket for expired insurance card.

Do you have to have lights for little trailers that have a clear view of the tow vehicle lights?

If you can clearly see the tow vehicles lights you do not need lights on the trailer. You do however need some sort of flag, rag, or reflective strip displayed so that the trailer can be seen as an attachment and not a part of the tow vehicle.
