Looks like it may be flooding on you. Have you adjusted the air fuel adjustment screw on it. Pull the bowl off and see if the float is level when you hold the carb upside down.

When you say bowl im assuming you mean top half 9f the carb???

where is the air fuel adj?

The engine always runs great when I first start it up. I never have issues until I throttle down the first time.

You need to clean your carbs and use ethanol free gas from that point on.

The bowl is the bottom half of your carb

You may not want to tackle this project alone.

Blue Death and go ahead and change all you filters and fuel line's for you put the carb back together. Looks like a OMC carb and if it is you gotta replace all gaskets, etc. Good Luck

Carb is out of adjustment look up link and sync for that motor. Looks like 25 to me. The top most screw hole on the carb above the throat is either a needle valve or idle jet. From the pic it looks like idle jet and there should be a screw that goes in that hole to cover the jet. Looks like some blue oil/funk mix coming from up there from your pick. Sometimes these screws can back out and your air fuel ratios go to shit. Thus bad idle. Just rebuilt my 40 hp carbs and one of the top screws I am referring to had backed out and fuel was seeping out and motor would bog at idle.

Tip go to boats.net and pull up a parts blow up chart for your motor's carb to help make sure you have all parts and they were put back properly after rebuild

This may be a long shot, but here goes. The 25 Merc on the Alumacraft I sold to Failed has a small circuit board on the side encapsulated in plastic. If the man in Triangle City wouldn't have schooled me I'd still have no idea that was the problem, probably. He told me before I got through the first sentence what it was. But the motor would act like it only running on one cylinder because it was. When the break would touch for just a second it would run great.

I'm not outboard tech, but you may have something similar going on.
