Depends on the soil that is being tilled. Hard clay, hell no. Sandy loam or bottom land it would probably do a fair job.
You'd probably need more weight than your ATV could stand.
My thoughts were how are you going to transport it and the weight needed to get it where you want to use it. Transporting it as is with weights would not work, but everyone would know where you are headed.

Cant get a tractor into the pond. Would rather not hand tiller 2+ acres so this was the next guess. Fro, if I get it you can have it afterwards. Only going to need it for a little while.
Cover ground with corn. Let hogs root up ground. Kill hogs. Spread seed. Drag.
Been down this road too. I keep a set of these small disc just for out of the way places. It's not the best option. But if you weight it down and run over the ground enough times, you can get it broke up. Broadcast your seed and then drag it with some chain link fencing.
