Lets say that there are two bodies of land that are both wildlife refuges, and there is a creek flowing between the two. Can you hunt this water way? And if it is in a tidal area can you hunt below the high water leval in the grass?

consult your dnr book- I would NOT take the chance- I imagine you will have a hard time picking up your kill and a "waste" charge will ensue- no need for a dog

That is a complicated question, and the answer depends on a lot more information than you have provided. The title to those refuges had to come from somewhere, and some titles can be traced to a grant to mean low water, and some cannot. Mean low water titles are rare, but there are a number around. On top of all this, the grant can be lost to the public by failure to enforce, although the state cannot lose its title this way.
To get an answer to your question, you may have to be willing to litigate for a couple of years.
How close do the boundries come to the creek and approximately how wide is the creek?

It all depends on the WMA (i.e. Sampson Creek, you can't hunt but certain days). I am not sure if any of the WMAs have Kings Grant attached to the deed but that would certainly factor into things.
