I haven't had the opportunity to test them, nor have I had a case in which they were used. I would curious to see how they do. The principle behind them is sound (expansion initiated by a ball - which should indeed be effective even against clothing).
Mergie, I have seen first-hand what a 38 Special Glaser Safety Slug will do when it delivers a contact gunshot wound to the back of the head - but that's the only time I've encountered them in work. It was effective - but, then again, a 22 Short in that spot would have been as well.
