Forgive my ignorance, but where is it in the regs that it's illegal to shoot grass carp?

Under the selling and importing section it states it is illegal to sell, possess, or import any fish species that is not native to sc waters without a permit and it then goes on to say sterile grass carp must be possessed by scdnr vendors only......It also touches on it in the regs regarding invasive species and states stocking and removal of white amur and non reproducing grass carp are lawful but only when approved by the department. I think it touches on it elsewhere as well.
