To Glenn's point about environmental impact studies, why would a state funded project, like for instance a DOT project (that clearly falls into the overwhelming public interest category), be subject to the same arduous permitting, wetland mitigation, etc, etc, as private projects?

Sounds like why I- 95 in Florence County is all concrete since the concrete company was "owned" by a special senators wife.
