    Default Mercruiser 3.0

My FIL has an inboard and it all of the sudden lost power and only the tilt and trim would work. There was a blown 60 amp fuse on top of the motor which we changed but still couldn’t get it to crank or get any sort of power.

Found another “block” looking plastic piece where the hot comes into the motor. Decided to jump and bypass the “block” and it fired right up. Question is, what is it? Did not look like a traditional circuit breaker/amp

A pic may help someone know exactly what piece you are speaking of

That is usually the 90 amp fuse from the starter. It takes something to blow a 90amp fuse.
Usually a dead short, such as a red wire broken or touching ground. A bad alternator or a bad starter will pop one too.
Follow the larger red battery cable from battery to starter and from the starter. Then look and follow the red or orange charging wire from the alternator.
Once you bypassed it, did it run fine and all the gauges work and read properly?

I have seen the orange or red wire coming from the alternator rub against a bolt (rubbed it raw) and short that fuse out more than once.
