When an incident occurs the need for concise communications between first responders is critical. Trump was on it soon after he took office. He didn't stall like Obama because lives are at risk.

Trump fast tracked a system for AT@T when he first took office. Obama had stalled deploying the necessary system by denying funding to the project cutting out the red tape. (Even though it was part of his jobs stimulus)

The system is called "First Net" and it was initially passed in 2012. it helps the people whom are first responders to communicate on secure lines. There won't be the gap between agencies and best of all the lines cannot be "Scanned" so people who used to listen in trying to gain intelligence won't be able to do so easily.

When people say the president is at fault for terrorists activities they don't realize he is working for solutions to issues that no previous administration had addressed.
