    Well when there is only one service available they can do what they want for the most part. Nothing like renting your phone and waiting until night to make a long distance call because it was cheaper. Even better was the local long distance call to the next city.

    You already pay for the high speed. They now get to decide how you use it. Regulated as an utility they could not.

    Yeah, but do you consider a dog to be a filthy animal? I wouldn't go so far as to call a dog filthy but they're definitely dirty. But, a dog's got personality. Personality goes a long way.

    In technical terms, some of this is called Quality of Service, or "QOS". Some types of data are more time sensitive than others. For instance, digital voice data cannot tolerate much lag before it is noticeable. It needs a steady, predictable flow rate. Text files can be transmitted with bursty transfer rates....buffer up a load and then let it go when the wire is quiet.     If the neighbor is running the server farm as a business then he should have to pay as a business. I will not argue that point as business and residential contracts should stipulate usage between personal and for profit.

    The problem with your other argument is the companies, especially cable, have lied about what they are selling for years. They have over sold their capacity. Selling one hundred homes in a neighborhood 100mbs connections when they only had 1000mbs going into the neighborhood. Sure everyone "saw" 100mbs because not everyone was online at the same time. Now more people are online and paying for the 100mbs connection but getting buffering and slow downs because the line was over sold. If everyone in that neighborhood gets online at the same time streaming YouTube vids each will only get 10mbs. They all paid for 100mbs connections. Just like the airlines over booking flights.

    The concern is not gb usage or what you are using the pipeline for. Some companies already do that and their plans suck so few customers use them. And I don't really see it getting to a point where you pay for access to sites. Customers won't go for that.

    The biggest concern for me is the potential for monopoly issues. For example Direct tv has a streaming tv service. And yes you pay for it. It's not free like someone said earlier in the thread. You just chose to get your tv over the internet so you have more competition. But let's say AT&T chooses to slow down all their competitor's streaming but make theirs the fastest. The concern comes in when they are the only internet provider you have.

    Now I agree with PB that I'd rather see this handled in antitrust agreements. But I don't see any downside of treating internet as a utility and requiring providers to prioritize all sites and services at the same speed.
