Shells have to be black cloud and you have to have your face painted........ no paint ya get a ticket........ Anythting other then black cloud shells ticket....... Also every person duck hunting has to take two bags of corn 🌽 🌽 with them every hunt......

Block the marsh/lake/etc off into sections, have a lottery that you can enter to draw for a certain section on certain days.
If you are drawn, you get up to 4 people total on a permit.
Easy to enforce, easy to do. Many states are doing this with NWR and WMA, treat the water the same.
You limit pressure in areas by the number of permits.
Can it be done yes, will people be willing to give up "their" public water in an effort to increase quality of hunts?
Probably not.
I wish SC would go to a daily draw system, on al public water, like some of the places west of here. 3 am draw. If you don’t get drawn, you still have time to implement a backup plan.

Get your head outta the clouds. That would be impossible to monitor. I hunt Lake Marion mostly and there's probably 25 ideally placed landings, not including private boat ramps at houses.
Draw systems are only a viable option for bodies of water that have only one way in and out.

I've got a 25 shell limit as a club rule. But I'm not real supportive of a blanket (Statewide) type rule on public land. I do like it for draw hunts on WMA's though.
