My father-in-law always called it wild artichoke (although I'm sure that is not the true or correct name for it.) The only way to get rid if it is to dig the top 2 feet of dirt up, have it incinerated, then move.
If you dig it up, it will have a white tuber at the end of the roots, and it spreads like crazy. Probably started in your flower bed after putting out straw that had some issue it. About the only thing that I have seen that will work on it pretty good is atrazine.
