Either he's a CI or has a drop spot where he can go back and refill. That way there's not enough on him to catch a felony. Police neither have the time nor resources to set up a sting on a corner dealer.

While I tend to agree with you MG, the cops have this backwards.
On the Interstate they are trying to stop even the lowest level trafficker. Yet people can ride in the left lane (going slower than the right lane) the cops block up the medium like the fresh sign is on at krispy kreme.
I have never understood this.
Mean while your right get off the interstate and go a mile over and you will get hammered.
While the cop is writing you a ticket you can look over and see that guy getting his stash from the dude riding the from Agri to Jackie P's acrosee the parking lot from that pic.
Yup, he's crazy...
like a fox. The dude may be coming in a little too hard and crazy but 90% of everything he says is correct.
