Frank Rizzo was the Philadelphia police commissioner from 1968 - 1971 and mayor 1972 - 1980. This is what happens when you don't smack the idiots down to start off with. They take 'no enforcement' to mean people agree with what they are doing or that there are no repercussions for what they are doing. It's like a child stealing a cookie. If you don't punish them the first time it won't be long before they graduate to stealing the cake.
